CSA Global LLC seeks a highly experienced Senior Program Manager to provide strategic oversight and operational leadership for Business Process Reengineering (BPR) efforts supporting MyNavy HR modernization. The ideal candidate will leverage their extensive experience in strategic planning, business transformation, and project management to enhance operational efficiency and enable seamless transition from legacy systems to modernized frameworks aligned with DoD and Navy standards.

How Your Role Will Make an Impact: 


Strategic Planning & Leadership:

  • Develop and implement strategic plans for BPR initiatives to achieve modernization goals in alignment with MyNavy HR objectives.
  • Lead cross-functional teams to deliver BPR solutions, ensuring alignment with DoD’s Business Enterprise Architecture (BEA) and Department of Defense Architecture Framework (DODAF).

Business Process Reengineering:

  • Oversee discovery, gap analysis, and "As-Is" and "To-Be" process mapping activities to streamline HR operations and enhance service delivery.
  • Utilize Business Process Simulation (BPS) methodologies to align reengineering efforts with strategic Navy objectives.
  • Collaborate with Subject Matter Experts (SMEs) to develop and validate business rules for redesigned processes.

Program Management:

  • Ensure comprehensive oversight of program requirements, schedules, and deliverables, including Integrated Master Schedules (IMS), risk management plans, and quality control plans.
  • Lead efforts to generate functional, operational, and non-functional requirements, ensuring traceability and verification across modernization projects.
  • Maintain compliance with Capability Maturity Model Integration-Acquisition Module (CMMI-AM) and Lean Six Sigma principles.


Stakeholder Engagement & Change Management:

  • Serve as the primary liaison with senior Navy stakeholders, ensuring consistent communication and alignment on modernization strategies.
  • Facilitate executive-level change management to promote organizational alignment and stakeholder buy-in.
  • Coordinate working groups, Integrated Product Teams (IPTs), and milestone reviews, ensuring comprehensive documentation and reporting.


Data Management & Reporting:

  • Oversee data integration, reporting, and analysis using advanced tools to support decision-making and continuous improvement initiatives.
  • Provide clear, actionable insights through dashboards, fact sheets, and performance metrics tailored to modernization efforts.

What You Will Need to Join Our Award-Winning Team: 

  • Clearance: Must possess and maintain an active Secret clearance
  • Bachelor’s degree in Information Technology, Computer Science, Business, or a related field.
  • 15+ years of relevant experience in strategic decision-making, business transformation, and project management.
  • Demonstrated expertise in leading large-scale BPR efforts within DoD or federal environments.
  • Project Management Professional (PMP) certification (required or preferred based on task order level).
  • Comprehensive understanding of DoD policies, DODAF, BEA, and related architecture frameworks.
  • Proficiency in tools like Power BI, dependency mapping, and IMS for effective project oversight.
  • Excellent communication, leadership, and stakeholder management skills.


What Sets You Apart: 

  • Master’s degree in a related field (preferred).
  • Six Sigma or Lean certification (preferred).
