Client Solution Architects to Continue Management of Navy’s Smart Card Technology

October 18, 2022– FAIRFAX, Va. Client Solution Architects LLC (CSA) announced that its wholly-owned subsidiary, Capstone LLC, won a competitive task order to continue providing centralized control, management and sustainment for The Bureau of Naval Personnel (BUPERS) My Navy Career Center (MNCC) Common Access Card (CAC) Program.  

“This award speaks volumes for the trust and confidence the Navy has in our capabilities, particularly in smart card technologies,” said Tim Spadafore, CSA’s chief operating officer. “For the past eight years, and three recompetes, CSA has supported the Navy CAC Program Office in enhancing the use of and providing technical knowledge of smart card technologies throughout the Navy enterprise.” 

CSA will provide program office, implementation and management support as well as coordinate the implementation of CAC-based technology and associated systems integration across the Navy shore installation infrastructure. CSA will manage all testing and certification and ensure the CAC adheres to the Federal Information Processing Standards (FIPS) Publication 201-1.  

The award was made under the Technical Services Support (TSS) 2contract, a multiple award, indefinite-delivery/indefinite-quantity contract, which provides information technology services and solutions for theMy Navy HR enterprise. 

Work will be performed primarily at the U.S. Navy’s MNCC CAC Program Management Office in Pensacola, Florida. The base period of performance for this contract begins November 8, 2022, and will go through November 11, 2026, with three one-year options.

MNCC serves as the single organization for centralized operational control for the Department of the Navy (DoN) CAC issuance by providing overall planning, budgeting and procurement process oversight. MNCC is also responsible for Life Cycle Management, NMCI Real-Time Automated Personnel Identification System (RAPIDS) workstation migration, and security accreditation documentation for CAC.
