CSA introduces new executive C-suite

November 8, 2019. MECHANICSBURG, PA. Client Solution Architects LLC (CSA) has announced a series of changes to its c-suite leadership team. The new alignment intends to capitalize on CSA’s growth from a small professional services firm to a mid-tier government contractor.   

“As part of the company’s maturation process, our focus going forward will be to capitalize on our areas of strength in our capabilities and customers, and build growth around them,” said Lee Arroyo, CSA’s chief executive officer. “We have strong, proven and talented leaders at all levels within CSA today who understand our vision and culture.”  

CSA has made significant investments in the company over the past years in the areas of culture, processes and employee benefits and development. These capabilities will grow in parallel with CSA.

Lee Arroyo, Chief Executive Officer View full profile»  

Lee Arroyo co-founded CSA in 2003 and served as CSA’s CEO from firm creation through initial growth from 2003 to 2012. He has more than twenty-three years of progressive experience in the areas of design, development and implementation of complex supply chain systems, processes and solutions.   

Arroyo’s government clients have included the U.S. Navy, Naval Supply Systems Command, Defense Logistics Agency, Marine Corps Logistics Command and Office of the Secretary of Defense. His commercial clients have included major brands in the retail, pharmaceutical, aerospace and automotive industries.  

Before CSA, Arroyo was a leader within the AT Kearney-EDS joint venture, e-Solutions, which sold management consulting services and system implementations.   

Arroyo is a graduate of Southern Illinois University and served in the U.S. Navy. He was a member of the commissioning crew of the USS Kearsarge (LHD-3) and served at the Norfolk Naval Air Station.  

  

Amy Bleken, Chief Operating Officer View full profile»  

Amy Bleken joined CSA as chief operating officer, engaging with all functions and departments within CSA to strategically advance its position as a successfully graduated small business. Bleken brings growth-oriented strategies that serve clients in the federal government market with solutions that improve mission operations, including business outsourcing, systems and software engineering, enterprise integration, operational logistics and advanced engineering and technology.   

Before joining CSA, Bleken served as an executive leader in two global industry-leading firms, most recently as the chief growth officer for an operating division under Huntington Ingalls Industries (HII) and senior vice president for the defense agency programs (DAP) business unit at CGI Federal.    

Bleken holds a M.A. in Management Information Systems and a B.S. in Business Administration with a minor in Computer Science. She has certificates in Leadership Best Practices from Harvard Business School and Driving Business Growth & Innovations from Darden School of Business. Bleken also served in the U.S. Army for eight years as a logistical supply specialist.   

  

Ellen Barletto, Vice President of Business Operations View full profile»  

Ellen Barletto joined CSA in 2008 and currently serves as the Vice President of Business Operations. Barletto is responsible for CSA’s contracts, procurement, financial controls, security, human resources and recruiting and corporate administrative functions.  

Barletto has supported Naval Information Warfare Systems Command (NAVWAR) with lifecycle contract and financial, program, schedule and acquisition management. She has also assisted in business development and growth initiatives for CSA.  

Before joining CSA, Barletto served as legal support to the U.S. Department of Justice–Environment and Natural Resources Division–Environmental Enforcement Section.  

Barletto holds a Master’s in Business Administration and an M.A. in Government from Johns Hopkins University as well as a B.A. in Political Science from Saint Michael’s College. She is a Project Management Professional (PMP) and a Certified Federal Contracts Manager (CFCM).  

  

Jeff Smithers, Vice President of Finance View full profile»  

Jeff Smithers has been a member of CSA since 2010. Before leading CSA’s finances, Smithers was the director of CSA’s accounting team. In this role, he oversaw general accounting and financial reporting functions and financial services while implementing and maintaining a system of internal controls that comply with financial policies and DCAA requirements.  

Before CSA, Smithers supported the financial operations both internally, for manufacturing and service companies, and externally, for clients of not-for-profit, governmental and manufacturing organizations. Throughout his career, Smithers has played a role in the acquisition, sale and development of initial public offerings (IPOs) for various companies. 

Smithers holds a B.S. in Accounting from Penn State University and holds a CPA license.
