WHAT ARE OASIS POOLS?

GSA established seven separate multiple-award, (MA), Indefinite Delivery, Indefinite Quantity (IDIQ) task order contracts (MATOCS), or individually referred to as “Pools.” OASIS SB has seven pools of awardees, and CSA is an awardee in Pool 3 for Engineering Services (NAICS code 541330), for Exception A, B and C. CSA is able to compete for 8(a) and service-disabled veteran-owned small business (SDVOSB) set asides, and direct awards.

The 7 pools cover different North American Industry Classification System (NAICS) codes and size standards. Each Pool has a unique SB Size Standard. Each Pool is a different contract, or separate MATOC. When issuing an RFP under the OASIS Program, only one Contract Vehicle (OASIS Unrestricted or OASIS Small Business) and only one Pool can be solicited. Pool selection is based on the predominate NAICS code assigned to the task order solicitation.
