Chief Growth Officer

Ruth Bowers has joined CSA as Chief Growth Officer (CGO) to develop and implement the company’s overall growth strategy, including legacy and new capabilities and customers, while fostering a culture of innovation and customer-focus throughout the organization.  Ruth will oversee the Growth Team’s operating model that includes account management, proposal development, innovative solutioning, pricing, and capture management to further increase total pipeline value and overall proposal win rate. Ruth is an accomplished business executive with decades of experience and success in identifying, defining, and implementing strategic objectives and associated courses of action in response to changes and opportunities in the defense and civilian markets.  Ruth has a strong track record of initiating and leading a robust planning process to define a clear vision and strategy with a proven ability to drive consistent growth across public and private sector organizations.   

Prior to joining CSA, Ruth served as an executive leader in numerous large and mid-tier organizations, utilizing her strategic business development skills, combined with P&L, contracts, management, and pricing expertise to bring a unique perspective in the execution of successful pursuits.   Most recently, Ruth was the VP of Enterprise Growth for an operating division of Huntington Ingalls Industries (HII) where she developed and implemented a sales and business development process, using scalable platforms and industry best practices, to drive discipline and rigor and to elevate the process to a new level within the organization. Ruth has held similar roles as VP of Business Development at American Systems, BAE, Apptis, and DynCorp, driving growth initiatives across federal, state, and local government agencies in cyber security, Enterprise IT, data & predictive analytics, software & systems engineering, and full lifecycle support of fielded technologies onto critical missions & platforms. 

Ruth’s major client engagements have included GSA Regions and GSA FEDSIM (over 20 years), NIH, U.S. Navy, U.S. Army, U.S. Air Force, SEC, DOE, and FEMA.  Major projects have included capture of vehicles such as Navy Seaport-e, DISA Encore II, GSA Alliant and Alliant 2, GSA OASIS, GSA HCaTS, NIH CIO-SP3, DIA SITE and e-SITE, DHS Eagle II, GSA Connections II, FBI Triple S, and DHS TABSS, as well as successful task order awards under the vehicles.    

Ruth holds a MS and BS Information Systems and several industry certifications.  She is also a graduate of the Wharton Business Development Executive training program.
