Jay Heroux is CSA’s Chief Sales and Marketing Officer. He is responsible for developing and executing CSA’s plan to help new CSA clients Do Great Things. Jay meets with clients to understand their needs, responds to inquiries and proposals, leads solution development to meet client needs, ensures CSA services are available on government contracts and works closely with partners to expand the solution sets CSA can provide. He and several of the CSA leadership team worked together at EDS and on several projects and share a common belief in client success.

Jay began his career in 1986 at a small business providing logistics engineering and management services for US Navy Satellite Communications Programs and commercial off the shelf technologies (COTS) for use on US Navy ships. In 1996, he joined Electronic Data Systems (EDS) and continued working on technology solutions for the Navy’s IT-21 program. In 1999, Jay was chosen by EDS to be the Program Manager for their prime contract on the Navy Enterprise Resource Planning (ERP) SMART program which designed a new worldwide supply chain solution. In 2004, he was asked by EDS to be the Product Manager to design, build and operate an application hosting service for the Navy Marine Corps Intranet (NMCI) program. This service enabled the Navy to host applications in an EDS Tier 4 data center. This service became the baseline for other EDS public sector clients in the same data center including ATF and CMS.

In 2007, Mr. Heroux joined the Palladium Group and provided performance management, strategy management and strategy execution consulting services. Palladium was owned by Robert Kaplan and David Norton, creators of the Balanced Scorecard methodology for strategic planning. He worked with government and commercial clients including the Director of Office of National Intelligence, Army Medical Command and the US Army Medical Material Agency to help create a new strategy for logistically supporting combat field hospitals and medical logistics worldwide.

In 2011, Mr. Heroux joined the Hewlett Packard Enterprise (HPE) federal healthcare team and worked on many healthcare programs. He was the HPE Product Manager for an Open Source consortium of companies who designed a prototype to improve patient scheduling at VA Medical Centers. He guided the HPE team under an American Competes Act Challenge for patient scheduling solutions for the Department of Veterans Affairs. HPE was awarded over $500,000 in prize money from this contest which they donated to the following Veteran Service Organizations: Disabled American Veterans, Iraq and Afghanistan Veterans of America and Fischer House. He continued HPE’s leadership in improving patient scheduling by designing a solution and winning a contract to deploy an innovative and cost effective fix to the legacy scheduling system. In 2015, HPE selected Jay to be the Program Manager for its $1 billion-dollar contract to run the Center for Medicare and Medicaid Services (CMS) federal Health Insurance Marketplace, www.healthcare.gov. HPE was hired by CMS after the problematic first year launch of the site. Mr. Heroux led the HPE team through two successful open enrollments in 2016 and 2017. He credits the success to CMS and the outstanding culture and team work CMS insisted on and drove into every day operations. As PM, he oversaw data center operations in three geographically separate data centers, using thousands of servers running over 22 applications in both FISMA High and Moderate.

Mr. Heroux graduated from Stonehill College in 1986 with a degree in Public Administration. He lives in Warrenton VA with his wife Jill and their three sons Alex, Zachary and Nicholas.
