David J. Hickey is CSA’s Chief Executive Officer. He is responsible for leading the development and execution of CSA’s long-term strategy. David oversees and guides the CSA Executive Team as well as chairs the CSA Executive Ownership Council. He brings twenty-four years of professional experience, including nineteen years in process improvement-driven management consulting. He has worked numerous projects in both the commercial and government sectors that have required specialized experience in program management, supply chain management, procurement, logistics, healthcare, process analysis, strategic planning, commercial sector market studies, best practices investigation, and business case analysis. He is intimately engaged with client programs and ensuring CSA team members have the resources, knowledge, tools, and methods to successfully execute their roles and create great results for their clients.
David began his career in the U.S. Army after graduating from Providence College with a B.S. in Health Policy and Management. He served as a Commissioned Officer in the Medical Service Corps from 1993 to 1998 where he provided medical logistics support for line units within the XVIII Airborne Corps. During this time, David led several information technology projects including the rollout of the largest Electronic Health Record (EHR) technology within the DoD.
In 1998, David joined PricewaterhouseCoopers’ (PwC) logistics and supply chain practice where he advised clients in the defense, pharmaceutical, and shipping and freight industries. He assisted the DoD in determining workload capacity requirements for military depots and worked with several pharmaceutical clients to develop business continuity plans for their most critical business processes. David was an integral part of a national United States Postal Service modernization program, in which he led the North Eastern regional testing and evaluation phase for a new nationwide Electronic Data Interchange program.
In 2000, David joined JDA Software, which today is the largest supply chain optimization and e-commerce platform. David led the launch of several new software products for optimizing supply chains and consulted with clients in the pharmaceutical, manufacturing, and consumer packaged goods industries. In 2001, David was asked by JDA to be the Master Architect for the United States Navy’s Enterprise Resource Planning (ERP) advanced planning solution. David led all supply planning application consultants through all phases of the software implementation process, modeling one of the most complex supply chain processes in the world.
In 2003, David joined CSA to build the company’s consulting practice in the functional area of supply chain management and optimization. He continued to consult with the Navy’s PEO Enterprise Information System’s (EIS) ERP program, leading CSA and Navy efforts to a successful worldwide launch of the supply chain solution. In 2007, David was asked to join CSA’s executive team to develop new services and expand into new markets. David led CSA to achieve significant growth for the company expanding services to new clients across the federal government to include Department of Veterans Affairs, Marine Corps Logistics Command, Naval Air Systems Command, Navy PEO EIS, and several commercial clients in the pharmaceutical and retail industry. In 2016, David was selected by the CSA Executive Ownership Council to be the first CEO in corporate history, outside of its co-founders. Throughout all of David’s career at CSA he has been a leader in the development of a high-performance culture that empowers CSA team members to be innovative and passionate about serving clients and achieving great results.
David resides in Sterling VA with his wife Kimberly and their five children. In his spare time between raising children, David enjoys running, biking, and following his beloved Boston sports teams.
