Brian Lebeau is the President of Strategic Management at CSA. He has over thirteen years of executive level experience and more than twenty years of experience in operations, program management, and analytic modeling for government and commercial clients. He is well versed and industry respected in the application of mathematical modeling techniques to complex economic and financial issues, as well as in the development of logistics engineering studies and analyses.

Brian’s skills and experience includes metric modeling, performance measurement, failure tracking and trend analysis, logistics engineering, contract management, supply chain algorithm analysis and application selection, optimization modeling, business case analysis development, and financial analysis and management.

Prior to CSA, Brian was with EDS Corporation where he led the public sector financial modeling group that developed tools to determine business case and financial impacts of federal government programs such as Navy Enterprise Resource Planning, Department of Justice Immigration and Naturalization IT Services, NASA IT Services and the Commerce Department 2010 Census. Prior to EDS, Brian was a contract manager and budget director, as well as a program manager for a small consulting firm where he provided analytic reliability, maintainability and supportability services to Navy clients, supporting procurement and maintenance decisions for complex satellite communication systems.

Brian holds an undergraduate degree from Stonehill College and a MS in Economics from Clark University. He has also spent part of his career in academia, where he taught economics at Clark University, Bryant College, and Stonehill College.

In addition to his executive role at CSA, Brian founded and operates a small non-profit organization, The Helping Out People Everywhere (HOPE) Foundation in San Diego, CA, focusing on health, education and recreation for underprivileged children near and far. Since 2005, the Hope Foundation has joined with CSA employees annually to provide a day of recreation for underprivileged youth in cities where CSA has a significant and permanent presence. For the past ten years, Hope and CSA have provided for and accompanied as many as fifty Southern California foster children to Disneyland per year, and for the past five years, similar events have been conducted for an equivalent number of Harrisburg, PA, youth at Hershey Park in Pennsylvania. For 2015, HOPE will be joining up with CSA Offices in the National Capital Region and Philadelphia/New Jersey to conduct similar events at King’s Dominion and Dorney Park, respectively.

An avid student of World War II history and Frank Lloyd Wright architecture, Brian also enjoys biographies of great industrialists, entrepreneurs, and visionaries, with personal favorites Walt Disney and Milton Hershey. He enjoys traveling, having visited more than twenty-five countries across six continents, intending to add Antarctica in 2016. A distance and direction challenged golfer, you can see him occasionally enjoying a round of golf on a nice day, often with co-workers, and less frequently hear him roar if he cards a rare birdie. Brian resides in San Diego where his greatest source of enjoyment and inspiration come from spending time with his family and their pets: Molly, a black lab, and the family cat, Lucy.
